How to access downloaded videos through freetime app

Trying to configure two new kid's fire's with FreeTime. We have a library of MP4 videos that I have loaded on to an SD card. Further, I've installed VLC and given the user access to the VLC app. The app does not appear user's apps. It was my understanding that MP4 videos on an SD card should automatically add themselves under the video screen.
